Just checking, but try loading this file into QGIS, right-click on it in the layers list, go Properties -> General and set its CRS to EPSG:4326. Then set the project CRS to EPSG:4326 and enable on-the-fly coordinate transformation. Then load the vector layer and check that its CRS is set to EPSG:4326.
